new Deuce owner w/ part question

bought a duece from a member here last week. its my first and am very excited about learning all i can. tried looking in technical publications but to no avail. can anyone please tell me what this part is and why one line is diconnected(what would this affect?) it is located under the truck right where the driver sits, along the frame rail. thanks in advance.

Without a functioning air pack, that is what you are doing.

That appears to be a short air pack. There is a long one also. They interchange.

hooked it back up and brakes seem to lock on for some reason, does that make any sense? if it malfunctions can it somehow apply constant pressure to the system?
