New Post Color Change/Paper Clip

When I enter a new post sometimes the color does not change on the post indicator in front of the Forum section it was added to. How come? Also, what prompts a paper clip to appear in front of some topics?

When you enter a post, the color may not change for you, as you have read the post you entered. The paper clip marks attachements. anything with a paper clip has pics.
