Oil Filter again

Searched and didn't find either answer. Changed oil and filters on the deuce, all seemed to go well. First question where to find torque spec for drain plug. I won't lose any sleep over it but would be nice to know.
Second, what does the cotter pin on the center post do? The TM says to put the filter on the center post then put the cotter pin in. I don't know how you would do that as it seems to be several inches inside the filter element. I replaced Wix filters with new Wix filters that the previuos owner supplied, if that makes any difference.

Well I can't seem to find a torque spec for the drain plug in the -20 or -34 TM. I just tightened mine with a regular box end wrench. Mine didn't have the cotter pins installed and still doesn't.
