took both out to the guy that rebuilds them for me. tested both. said they were good. both back in. still in the red. could the meter itself fail? thanks

Yes, it can... have you measured the voltage with a multimeter to see what it is actually putting out?

Measure across each battery when running. It should be around 14V each. Let us know what you see on a hand held voltmeter.

No, your readings sound fine. Most internal voltage regulators in these have either a 14.2, 14.5 or 14.8 volt set-point.
btw, the cucv volt gauge is actually a 12v gauge with a resistor on the back. Possibly your resistor is bad?
