That is the sight glass, it is the way to monitor PS fluid level.

Am I'm temporarily able to use a bolt till I get another sight glass? I can check the fluid through the top nut

I don't see why not. Not sure what the thread pitch is, but as long as it doesn't leak you should be fine.
