power to the flasher

Need help with my m1009, electrical gremlin, should there be power to the flasher units? What I should ask is should there be power to the flasher units with the ign on? or do the turn signal switch and hazzard switch send power to the flashers?

When power is applied to the flasher it flashes the lights, so normally there is no power.
