Problem Replacing Air Tanks

I have two new air tanks I'm installing. When I go to remove the nuts holding the brackets on the rods/bold just spin. Looks like they are just crimped into the brackets with nothing to grab on to. What am I missing..? Is there a trick to this or do I just have to cut them off..?

Ok, after cleaning the clay and dirt off the top of the brackets I was able to find the bolt heads... For those that have swapped the tank out, how did you get a wrench on the bolts at the frame...?
