Problem with the brakes.

I drove my CUCV from GL and parked it in my garage. Well, today I got my temp registration so I can get a emissions test done and I go to drive my CUCV. It reverses just fine but when I put it in drive, the brakes lock up and I don't move. Also, I was playing with the E brake and it's tight as all get out and you really have to step on it for it to lock. Any suggestions?

I just went out and pulled up on the brake pedal, nothing happened as in brakes did not let up. Also, eveytime I pumped them, the brake light turns on and turns off when I let off them.
