Proper TM - Fuel Filter Priming

I'm trying to find which TM I should be looking in. I printed out TM 9-2320-289-4 today. I changed my fuel filter. I apparently am not priming the filter right. My truck won't start. I'm sifting through the TMs but am not finding what I need and am getting really frustrated. If someone could point me to the proper TM....
