Questions on buying an M818

I found a 1971 M818 tractor for sale about 100 miles from where I live. Everything looks to be in good working order. Allegedly runs and drives well, without any leaks or glaring issues. I've read enough on the forums to get a general idea of what to look for when buying one. My only questions are where would I rebuild tag be if it was overhauled? And it's missing a few items, like a spare tire and the ramps to guide the fifth wheel. Do these affect the value much? It's currently listed for $6500 with just under 8000 miles on it. Any help is greatly appreciated!

Unless you just like the look of the 800 series and the stick shift you can get a 900 series tractor for less than that if you look around.
The A2's have the 8.3 turbo diesel which are quieter and more user friendly than the old 250 Cummins.
They have been selling cheap lately.

I'd personally rather have a stick that auto. But if I found a 900 for the right price I could be convinced to make the switch.

But from what I've read in most states owning a 900 automatically means I'll need a CDL because of the air brakes. And at least here in Georgia I can get by without a CDL with the air assist brakes. Even with the GVWR. Although a CDL is on my to do list.
