Right Rear Emergency brake caliper stuck.

I have a 1988 M-1038. It has the MWO for the dual rear Emergency Brake calipers. I adjusted both ends of the parking/emergency brake tension rod so that the twist knob would not be all the way tight when engaged. I also, read somewhere that the parking brake should prevent the vehicle from moving if you let off the brake while in Drive and "H". I was adjusting the parking break to about the point where the vehicle wouldn't move when letting up on the brake pedal. I pulled back the parking brake handle and it engaged and then "POP!" it was not as hard to pull back anymore. I noticed that the both rear emergency brake assembly was still engaged. I was able to release them with a pair of pliers.. Thoughts
