Looks like an up-armored HMMWV after it ran over an IED. Half the parts look like they were already blown off.

It does look like such.I suppose if it hit an IED again less would come off?
No really,I think the lower part of the vehical is angled as such to deflect incoming rounds or IED shrapnel out and away from vehical.Mpg not sure.

If I remember right those were built by an off road fab shop for testing as a HMMWV replacement or supplement. They use solid axles and a lot of parts that are off the shelf stuff to off road fabricators. They have been discussed here a few times, mainly in the many assorted "HMMWV replacement?" threads.

Took me forever, but I finally remembered the name of this thing. It's called an ELSORV, or Enhanced Logistic Off-Road Vehicle. It seems to be an evolution of the SRATS (Specialized Reconnaissance Assault and Transport System) testing DARPA did and part of the JLTV (Joint Light Tactical Vehicle) program. That enough acronyms for you? :p

If you Google ELSORV, you will come up with a lot more info. Seems to use a slightly hot-rodded version of the typical HMMWV engine. I'm assuming that it's the 6.5L due to the time frame.
