Sound deading install ?

Been working on the seat change and needed to clean up thing under the carpet pad.

Before installing the sound pad, how much of the old did you leave down ? I pulled all the loses stuff and primed the rust area.

Ideas ?

I ended up pressure washing and paint scraping everything the floors but left the center section alone.
I was surprised how much rust and dirt was under the lower green paint.
