terminal block on firewall

newbee here, just bought 85 m1009 with 3,800 miles but dragged her home and put new batteries in her, wouldnt turn over, looking deeper the battery wire was off the starter, btw the starter looks like a gear reduction starter, not like the busted one behind the seat with the nose cone broken off. after putting the cable back on the starter still wont crank over... looking deeper again i noticed the terminal strip on the firewall behind the battery, the second terminal from the right, the wire is burnt apart. does anyone know what this wire is controling? as it is shorted rite to ground. any help would be great, cant wait to get her running
