Title issues with HMMWV

We have a military HMMWV and are not able to perfect the title here in Iowa. The DMV says it does not have a 17 digit VIN and are unable to do anything. Has anyone else run in to this and any suggestions?

I have in Michigan with my M35s, but they ultimately entered the vins manually. I'm guessing that they're looking for the 17 digit vin to verify past registration. Not sure how it can be done in your state. Might try talking with a supervisor at your DMV.
