I recently picked up a military hard sided canopy that I’m unable to identify which trailer it matches with based on the ID tag. Doesn’t seem to be alot of information out there on this specific model. Does anyone have any good intel?

Model: 1651
Serial number: E0121H05
Manufactured date: Oct 2004

Any chance you’ve measured rail to rail? Where the toppers would mount

Not my thread, so no, I don't have those dimensions.

However, the actual M101A3 bed inside dimensions are 65" wide and 96" long, which would match your 71" wide and 99" wide with 3" on each side rail, 3" on the front rail, and flush with the rear of the bed.
