UGH, M1008 fuel system woes.

Starts hard. Especially when "kinda warm".

Feels like it's running out of fuel sometimes, sometimes during the power arc, sometimes when settling to idle, sometimes whenever.

No rhyme nor reason:

Ideas from others include...

Lift pump going bad.

IP governor solenoid? (never heard of it don't know where it is)

Fuel return check valve, which when fails causes the IP timing to "advance". (never heard of it don't know where it is)

I've already replaced the fuel filter.

Ideas anyone?

My 1009 did same thing,figured lift pump was going bad,went with electric pump,works great and runs much better.

What you described could be any number of issues. Have you followed the -20 troubleshooting section on engine starting and symptoms of not running well?
