volt meter

My volt meter in my m1009 does not work, when i turn the key to the lights come on and the neddle only goes to 15-16 volts which is wrong for sure does anybody have any ideas to look at or do i need a new volt meter? thanks

Has it always been like that? maybe it's just wired wrong. I'd hook a meter that you know works up to the wires behind yours to make sure it's defective before tossing it.
