Wait to start light ?

Assuming you have good glow plug card, plugs and air temp sensor. Should the light go off right before the solenoid or half way through the cycle? Right now my light stays on for roughly 12 seconds but the relay is still active for another 12 seconds? shouldn't they be matched?

Wait light goes out, relay remains closed as you described. They are not matched.
Your card is functioning properly.
