Looks to me like a light switch that was added later. 99.9% of all toggle switches I've seen that Uncle Sugar installed had a tag explaining its function.

This is a switch for floodlights from a bridging truck:

That makes sense and the switch moves in the same directions. Can I get somewhere the plate behind.? Where the floodlights were located.?

On a bridge truck they were located on the "headache" rack behind the cab.

On my deuce, I mounted them on the rear with the swivels to act as reverse lights/rear floods.
