I don't have a clue but I bought some NOS in a box. They came with a big turn bolt and a nylon ratchet. There was one of each in the box. I bought them for the ratchet.

Those are the Marine Corps mounts for the elbow grease canisters. They also work on Army vehicles. They do not work on former Air Force or Navy trucks, since they do not use elbow grease, and never have. :)
