They're connectors that snap on the hem of a cammo net and are used to join two or more nets together. Two of them (one on each net) interlock and a pin. the head of which is woven into a piece of line, is inserted into the blocks.

If the pins are put in in alternating directions they will tend to keep the nets from separating. If they are all facing in one direction then the line acts as a zipper to take the nets apart quickly.
