Winch PTO shaft locked

I was goimg to put the winch drive shaft in yesterday and the shaft coming out of the winch would'nt turn to get the bolts in on both ends. I can roll the drum or lock it up but the shaft will not budge. When I got the truck the winch hook was sucked up into the drum and had the two plates wanded up. But got everything cut loose and the drum rolls easy.

I have seen the band brake get rusty and keep the winch from being able to be turned by the input shaft. I'd pull the cover and look in there. You can easily remove the band and try to turn the input shaft.

My brake was seized to the drum when i got my truck.. When engaging the winch it would stall the truck or with enough rpm's break the shear pin. Sandblasted the drum and got a new band brake and was good to go.
