Wrapped up belt.... first steps

Getting this 1165A1 REV next week. Auction guys couldn't start it because of the obvious belt issue. It's wrapped around the fan. Planning my first steps to dignose and troubleshoot, hopefully get the engine running. Was just going to cut the belt off, check fluids & obvious stuff, connect power and try to turn it over. Figure it can run for a few minutes with no belt.

What do y'all suggest? And what are some likely causes for a belt to get wrapped up like this? AC Compressor seizing is what I've seen on other vehicles?

I had an A/C pump frozen ..belt was still on...I rotated motor with a big wrench turning the Alternator.
A/C pump no rotate, but everything else did by hand after removing belt tension.
