Primers and prep

I did a search….. but my question was not found by me. Lots of questions below.

I need to prime some new steel parts. There is mil scale on it and I cannot sand blast.

Do you have advice on prep?

I was planning on Scotch pad on a grinder to knock off critical areas of thick scale. Then Ospho rub down.

Then prime and paint.

I planned on Rustoleum Rusty Metal Primer rolled on, the Behr Marque sprayed over that.

Thoughts?

I have heard of a cheaper POR15 but I don’t know the brand…. Any ideas…. Is it better? I have a lot of area so straight up POR15 is probably too expensive.
