What part it this?
What does it do?
Should it leak air from both sides?
If It should not leak air, can I fix it with standard o-rings?

It's the governor for the air compressor, it tells the air compressor when to turn on and off. Buy a new one...they're cheap. Personally I don't think they are worth trying to repair.
