Thank you,,, that is very informative. I think sales are going to plummet when people find out that they can not drive their vehicles after 2015 on California roads.

If you don't mind "Historical Vehicle" restrictions and qualify (vehicle 25 yrs or older), you will not be affected.

Many of the new auctions are for vehicles that were produced in the 90's. Therefore to qualify for Historical status, we would have to wait until after 2015 to register them.

The DMV computer will not take the historic until the vehicle is 26 years old.

If the vehicle is not historic there is another exemption from carb and that is for motor homes. The CA DMV requires that a motor home be permanently modified for human habitation and contain 4 of the following items, cooking facilities, refrigerator or ice box, sanitation, potable water including a sink, heating and or air conditioning, and LP gas. 110 is also in the list but it is combined with one if the other items. The easy way to do this is to bolt a slide in truck camper to the vehicle, I have seen these on CL starting at $100.

There is also a 1000 mile per year exemption but you must register with CARB

It is my understanding if the vehicle is not exempt, historic or motor home, you must register it with CARB

I wonder if you can non-op the truck until it becomes 26 years old? I would not mind if the truck sat on our property for a couple of years until it would qualify for historical status.

You could park it on your property, get the form 97 now, and wait until it is old enough to be historic, they may make you fill out a reg 256 stating it was not operated and require a copy of the tow bill for moving it to your property.

Not to pick nits, but the DMV form for historical plate states "vehicle must be at least 25 years old". Your proof of age of vehicle and the mood of the DMV person will affect your chances.

The DMV computer will not accept it until the vehicle is 26 years old per the historic vehicle unit in Sacramento.
