Cucv headlight/running light issues

Im helping a buddy of mine get his recently acquired cucv road ready. if you turn the service switch up, only the headlights come on. If you turn the switch down, only the running lights and blinkers work. I think the service switch is bad, but before he gets a new one is there anything I need to check? I did a search, but it didn't turn anything up.

he is talking about the Blackout Service switch.

None of the lights should work with the service switch in the down position.

Where did your buddy get the truck? The previous owner may have "modified" the wiring.
