Question about HMMWV paperwork and what it really means ?

Before the mods jump on me, I am not looking for a loophole or looking to do anything illegal. I am hoping we can have a discussion on this in a civilized matter.

I see no "contract" that says it "cannot" be registered. What I see is a "Hold Harmless" agreement that does not seem to state legal consequences if someone decides to register one but to me the wording "Holds Gov Planet and DLA" harmless from someone doing so.

To me that says, we re not responsible if you can't register it. So what exactly is the reason why they cannot be registered ? Physical size ? Non compliant emissions ? Non complaint braking or safety ?
Most DMV's will allow a salvage vehicle to be titled as long as it passes their inspection so what exactly is the reason ?

Regulations written in blood. The HMMWV replaced the M151 which was like the Corvair, unsafe at any speed.

I never drove one , so basically they are like driving a piece of heavy equipment ? Never really knew the differences between them and their civilian counterpart.

The arguement I have scene the most is the "not fmvss compliant" one. Since the hmmwv was designed to minimum military standards, it is missing thing like a backup light, rear reflectors, and the >80" 3-light ID bar front and back. That is all I am aware of.
