Check the sticky for the parts reference catalog in relation to the number. More than likely its stopped up. Just unbolt it and drain it. It happens.

Open the drain at the bottom, and then depress the Schrader valve at the top to allow air in, and it will drain just fine.

If it's anything like mine it's in need of a good cleaning. Take it off and clean out all the rust in the bottom and replace the filter.

Yes, you should disassemble and clean if you never have. If you are just doing a water check, open the drain, and then depress the Schrader valve atop. It will do exactly what you are asking. It won't drain without doing this because of the fuel in the suction line.
