GP Hmmwv's sold with On Road Titles.

Here's the deal with GovPlanet now offering Hmmwv's with On Road Titles. Several months back GovPlanet purchased a large quantitiy of HMMWV's out of Georgia from the Marine Corp as a package and own these vehicles outright. These are the same HMMWV's that are being sold with a starting price of around $30 k. 100% of the profit of the sale of these vehicles goes back to GovPlanet as opposed to the ones that are starting at $5,500 which GovPlanet is partnered with the DLA on. GovPlanet tried to get Florida to issue clear street legal titles for "their" HMWWV's sold at auction, the ones they own outright, and could not so they found that Montana would issue a clear street legal title and changed their titling process to Montana. This is great except GovPlanet will only issue a HMMWV purchased with a clear title if you are buying one that "they" own and collecting 100% of the profit on and will not issue titles for any others. GovPlanet customer service has been instructed to tell anyone who calls that they can sell these with a clear title because they have a 5 star rating from the Marine Corp. I guess they are hoping we are dumb enough to accept that excuse. What GovPlanet is doing should be illegal and probably is. There is no difference in the HMMWV's that are purchased at a starting price of $5,500 and the ones "they" own and selling for $30,000 + with clear titles. Now I do know that when they switched to Montana that a few slipped through and a lucky few received clear titles on their HMWWV's that were purchased where GovPlanet is partnered with the DLA but they are now making sure that it does not happen again. GovPlanet is ripping off it's customers !!!

So, why are the ripping off their customers? If they have a contract with DLA that states they are OFF ROAD ONLY, then they are off road only. They can charge whatever they want for their own HMMWVs. This is no different than someone titling a truck they bought, then putting it on epay for $30k.
Don't bid on them if you don't like the price.

Yep, that's basic supply and demand. If they don't sell the price will drop.

A few inaccuracies I want to clear up:

1. Yes we did acquire some HV’s from the Marine Corps and yes they have a much higher starting price. The starting price is due to several things.
a. These are M1123’s that have an A/C unit and also have overdrive and park. They are also turbo ready. Along with many other specs that I don’t have time to list. They are upgraded considerably over the DLA HV’s we sell. If you don’t think there worth it then don’t pay it!
b. We paid considerably more for these than DLA HV’s and then had to put in the Demil labor and strip them down, some we have chosen to put aftermarket kits on them also increasing our investment.
2. Our contract with the DLA states HV’s from them must be sold as Off road only and will only issue an SF97 stating such. The USMC SF97’s do not require the SF97’s to be stamped off road.
3. The Marine Corps did a release in 1999 and those were also issued with a “clean SF97” the only difference in now and then is the DLA now offers some HV’s to the public with the off road stipulation and we have marketed and got them more exposure than anyone would have thought.
4. We never tried to title these in FL! FL had already taken the stance that titling HV’s does not fit their Off Highway classification and put a stop to us issuing titles (thanks to an individual throwing a fit in a regional office in Tampa. After working with FL to come up with something and it being at a standstill we had no choice but to seek alternative ways to get a title.
5. There was not a single MT title that “slipped through” they all stated “OH” under style which is there OFF Highway classification.
6. I have not once heard our Customer Service say that these had a 5 star rating from the Marine Corp. I saw the memo they were told that these were newer units that were not under the DLA umbrella.
I think your opinions here being presented as if they are facts is dangerous. If you have a “source” then you may want to reconsider that source. If this is per speculation my PM box is always open or you simply could’ve publically asked a questions I am pretty regular about answering those on here!

Any other features that are required to have on a state registered motor vehicle that other HMMWV's don't have? You still have not explained why the HMMWV's that are owned outright by govplanet are the only ones available with on road titles. Place one of those side by side with any others and the only difference is the overdrive transmission. I appreciate your deterrence from that fact that govplanet is only offering on road titles on "their" HMMWV's but the fact remains that unless we can afford to pay $30,000 + then we will not be able to obtain on road street titles.

It appears these USMC HMMWVs were sold outside the DLA process. This is exactly what happened in 99 with the USMC HMMWVs that were auctioned off.

H1guy; have you ever tried to buy a class three weapon? Same difference, its all government regulated, ''full auto selector? Four speed trans?'' you cant hate those who find themselves in posesion of an item that fits that classification and has the ability to capitialize on it.

The Marines are like the honey badger, they don't give a sh@*. They sold their equipment directly to GP with no restrictions. The rest of the branches of the Armed Forces route their excess equipment through DLA services, DLA sells their HVs with restrictions. It's a matter of economics......... If you can't afford "full auto", got to buy "semi".

GP issues SF97s, your state determines how, or if, the title is branded. I'm not going to start any discussions about it but there are states that are issuing on-road titles for HMMWVs coming out of GP in regular auctions. Where you choose to live apparently brands them.

What part of the contract with the DLA doesn't allow them to be titled for on road use don't you understand ?
Just because some people in some states have been able to skirt the contract for the time being , people trying to skirt the contract in Florida and Michigan have resulted in both states no longer titling them at all . GP made a deal outside the DLA and got some that are able to be titled and they are in business to make a profit ( good for them) . But Florida and Michigan still won't title them . They could just go back to grinding them and shipping the to China.
 
GOVPlanet and the 32 M1123 upcomming Auction

While I am waiting for my EUC to clear I run the upcoming Auctions and well and behold GOVPlanet is Auctioning off 32 M-1123 with a Clear SF-97 and that the buyer will be able to Title the M-1123 for road use.

I sent a Email to GOVPlanet Customer Service asking what changed and who was responsible for the change.

I further wanted to know how they got around the Intermodal Surface Transportation Efficiency Act of 1991, The Federal Standards (UD EPA) The Clean Air Act Tier 1 &2, the SFTP Emission Standards and the National LEV Program (63 FR926, 7 Jan 1998). And then there is US DOT Standards requiring backup lights and a rear license plate light.

The m1123's are at the Marine Corps Logistics Base in Albany, Georgia.

I did get an Email back stating that they would have to review my Email and get back to me.

Sure I would like to get a clear title but what is good for the buyers of the m1123's should be good for the rest of us.
