Hmmwv only moves in reverse

Hi, i have a m1165a thats only moves in reverse. The transmission was just rebuilt and has a new TCM. We checked the trans,differential, transfer case fluid and their all at the right level. We originally thought it was electrical issue but there is no transmission light on and the bulb on it is good. I dont know what else to check. It makes me think i may have a bad transmission rebuild. Any input would be appreciated. Thanks
