Most hardware stores carry that steel braided line and you can easily make it...

Correct, it's a steel braided line. To put it together, you'll also need ferrules and a crimping tool. Menards will sell you a whole kit, found near their chain that you can buy by-the-foot. I'm sure plenty of other stores have an abundance of it, too. I'm going to guess that it's about 10 AWG, but that's entirely a guess...bring a sample of the wire with you to match it.

You can buy new seat backs with new cables included. I just so happen to have a pair for sale in the classifieds section.
