Why dose the meter pulsate when the vehicle is started..
Are you referring to it dropping to 24 volts for a few seconds and then returning to 30 or so?
probably does it 3 times and then stays steady?
If that is what you mean, it is the afterglow feature of your glow plug card.

If, on the other hand it does it all the time you probable have a loose connection somewhere.
