"New" M 1008 Question

Hi All,
I just got my M 1008 last week and I have spent lots of time on this site learning about my rig. So much great stuff here. I do have a question though about a length of stout chain about 2 feet long attached under the driver's side seat ( I've seen it in many pictures but I'll post one if needed). What's the story on this chain? Thanks.

Makes great fishing sinkers. I cut every other link and use the complete links for sinkers in fast rocky water. Add 2 links if the need arrises. The chain is usauully been smashed and slammed in the drivers door jam a few times. The retractable cable would have been genius. Or are they the manual over ride pull start cables on HMMWV's?
