Sadly I think the recent release of the HMMWV's again through GP is what started the whole mess for all FMV's nation wide.
Some HMMWV's from the early Auction in the 90's got out and many got registered for the road.
So they put an end to it by changing the de-mil code. Thinking that will keep any more from getting out.
So AMG puts out a letter as well .

Years go by and then somebody made a deal with somebody that allowed HMMWV's to be sold through GP providing they would never hit the street.
The fact that GP started stamping " Off Highway Only " on the SF97 was their out to be able to sell them.

GP kind of playing both sides of the fence.
They say the "Off Highway Only" is because it needs a few parts and if you just fix them your good to go.
Take it to Highway patrol or whomever and have them give it a new vin. #
But they probably know what the original intent for stamping "Off Highway Only" on paperwork is.
To compound the problem they were / are offering titles for the vehicles from a State that the vehicle has never even been in.
And that has changed over time because the states the titles are issued in are cracking down on it so GP's titles are coming from different states over the years.

It would be different if GP was selling them already plated and registered in the state the title is issued from.

Now whomever allowed for the release in the first place is starting to get some heat from somebody because more and more HMMWV's are showing up at the various states DMV's for on highway use.

Now to try and stop the monster they created they are trying to kill everything that is a FMV.

It starts the whole , Well if I can't have one then they can't have one thing between FMV owners.
And then you get the guys that have no interest in keeping them anywhere near original or historic who start hot rodding them and giving
the Hobby a bad name.

I don't know were it will end up.
I have very little faith in anything this State cooks up.
But in less then 12 years the world will end and we will all be taking the train and eating tofu . ( if the Bernie Bro's have any say in it)
Maybe Elon Musk can take a break from launching cars into space and boring holes under Los Angeles and making flame throwers to make a Hydrogen or Electric upgrade kit.

Hey, I have a "Not A Flame Thrower", I like cake too! I agree, if people WOULDN'T try to go around things, the OHV only deal, There might not be the hubbub that is happening now, happening. It boils down to following the rules, which most people do not do now.

Mmm... I'd say more like lazy or "it can't happen here" mentality. Also, busy and distracted (which politicians depend heavily upon when passing objectionable laws).

How many comments have we seen here along the lines of "Glad I don't live in that crap state." These are the "it could never happen here" folks.
We are rapidly learning that this stuff can happen anywhere and everywhere.
Exactly Ajax, It's not just California.

This bill passed in what is called a "gut and replace." The legislature essentially took a good bill and gutted the language ALLOWING the vehicles and replaced with language DISALLOWING the vehicles.

This is not just the Colorado issue, this is a National issue.

We need ALL Steel Soldier members to step up to the DAMN PLATE! to work on this issue. Not, just a few. Does not matter which state.

Treat it like the Corona virus. It's coming to your State.

The problem, Will, is that the horse is out of the barn already with regard to the off-road use only stipulation. There are hundreds, probably thousands, on the road already. I don't see people turning in their tags if they already have their trucks registered. Now, many state DMVs are unsure which trucks are legal on the road and which are not, and worse, they often assume ALL military vehicles are off-road use only.

I knew that Bruce, by now it is too late. I want to know if Ca DMV will just blanket the situation and say NO HMV at all or will it just be the HMMWV, all the MVTR, FMTV stuff. What is gonna happen to the stuff that has been legally registered and insured for decades and do not have a 17 digit VIN? My deuce was registered with the 6 character number given to it by Kaiser/Jeep. I know people with some of the original 998s that were released way back and they are titled by their 6 or 7 character number assigned from AM Gen. What about trailers?

It isn't over. Get together and fight. Laws can be changed, but it is painfully slow. At least you can say you tried. 49% of Californians are leaving in the next 5 years anyway.

Will it's like Caution tape.
Everyone knows what it means but still 95% of people don't think it applies to them.
After all they can step over it or duck under it.
They can't explain why they crossed it after they did. They look at you like why you getting upset at me , and who are you to tell me I can't be inside the area that's taped off.
Common sense isn't very common anymore

To get the ball rolling on anything that may be happening in my state, I have been in contact with the governor's office to open discussion on any future proposals. I'm hopeful here that with the governor attending and riding in our vehicles in the past that he will be on our side but we'll see

Best place to start is your local DMV. Try to find someone there sympathetic to your cause. In my case, it was the Tax Collector himself (elected). Also, don't just call your legislator, go see them in person if at all possible. When I first attempted to tag my 5 ton here, I was told "no" by the local DMV and the state office as well. With the help of Kevin Vislocky (head of Florida Chapter MVPA at the time) I was able to show them that it was Humvees only that could not be tagged. I highly recommend joining the MVPA. As with anything else, there is strength in numbers.
