Pulled HH can't get cover back on

I pulled my Hydrolic head out changed the o rings and the dang cover to the fuel shut off will not go back on. Is there a trick to getting the screws lined up? Do I need the stop lever to be all the way out or in? Thought I would have trouble with the HH bit that was the easy part. Help please

If someone does this make sure the fuel shut off rod is triangle up when you tighten things down. Amazing how things work when you put them back the right way.
