I think I will just part it! Way too much drama here. Sounds to me like some people need other shit to worry about. This State is completely fuched in almost every way, and with people looking out for Inslee and his crew if scumbags it's just easier to make a couple bucks parting it out. Thanks to everyone that tried to help without regard to the flock.
Maxman: I hope that my comments didn't discourage you or give the impression that you shouldn't be able to license and enjoy the benefits of your purchase. Please don't let me dampen your spirits. (And, I'm certain that my opinion of that tyrannical idiot governor and his minions is even lower than yours.)

I hope I didn't break any forum rules here. My sincere apologies if I did.

You asked Maxman and you were given genuine answers. Your lucky the thread was even kept open once technowenie suggested fraud. Getting a title in one state that you don't live in to skirt Washington laws, at least in the past, these posts were banned.

Not once have you answered my questions about the former owner or the billl of sale....does he refuse to work with you to get a title, since it, including tax payment would be in his name? Or could the sale have occurred before GL began charging tax.

I for one want to know more information about this situation. I just spent $1400 to correct a similar problem that I created by not getting title right away.

You accuse me of fraud? You've gotta be kidding me, right? You do realize there are many legal ways, and reasons to get a title in another state. Company's, trusts, etc.

GL got the SF-97s issued through the fedgov. They're no longer affiliated with fedgov for vehicles, thus they have no way to get an SF-97 issued.

It's not tax fraud, he's paying tax on it.
It has never been titled before, therefore, it's a 'thing', a piece of property, until it enters the system. It's not even title washing, because it never had a title. He's not rolling back an odometer, or making a vehicle with a rebuilt/salvage title into a vehicle with a clear title.

When I moved to WA, I had registered my vehicle in WA without ever setting foot in the state, or even having a WA address, and no WA license. Had the tags and everything in a couple days. Are you saying that's fraud as well? I got plates for a vehicle in a state I didn't live in.

So you bought plates and had your true and correct address from another state on the application, which then would be on the title, and you didn't use a Washington State address. Really. That worked for you? I really wouldn't be so forthright with that act on a public forum or suggest others do it.

No, I called the act itself of giving a false address or that of a friend, to skirt the laws of Washington, potentially a fraudulent act if it is carried through. Thinking about it is not fraud until acted upon. And you had a knowledgeable attorney tell why it could be a serious act of wrongdoing.

You must not have read my prior post, which directly asks for information contained ON THE BILL OF SALE FROM GL. You just keep repeating that an SF 97 cannot be purchased yet have not proven a title cannot be obtained from a bill of sale. Maxman needs to give all the information, not just part.

Vermont doesn't require a Vermont address.

Neither did WA... I used my current address at the time, which was in another state. At no point did I lie on ANY form or application. Nor does he have to.

This is no different than domiciling in a state, but driving around the country for the entire year.

I'm homeless, I have a PO Box. Guess what my 'home' address is?

I'm still waiting for the fraud part... Can you elaborate?

No, I cannot elaborate. I'll retract my assertion that you committed fraud but the devil is in the details. The scheme you suggest for Maxman, close to what you did, is to bypass the bonded title system and seems really risky when a bond costs $15 per $1000 value.

This is all state specific.

Bonded title in AZ for example is 1.5x the value of the vehicle. So instead of $15 per $1000 , it's $1500 per $1000.

Just one example of many differences.

In any case, it isn't fraud unless false statements are made. It may or may not be legal, but it isn't fraud.

Most states have made it illegal to use plates from out of state, with a requirement that you register your vehicle in your home state within X amount of time. This is an attempt to prevent revenue from leaving places like CA and IL and going to places like VT and ME. The background assumption on these laws is that the home state will register any vehicle that any other state will, which isn't always the case.

The cost of the bond is not its face value. For example I carry a $10k electricians bond and it costs $100 a year. Cost of the title bond is 15/1000.

If it cost $5,000 like tw proposed, then you need a 7,500 bond and the cost is 112.50. That is less than the sales tax in Vermont. Sales tax at 6%? In Vermont would be $300.

Thanks. I learned something. That isn't how DMV presented it to me.
