Installed new batteries in my m1028. Question about headlights.

Shouldn't the headlights and turn signals work even if key isn't in ignition? I still have to change ignition key lock because I didn't get a key with the truck, so I couldn't move forward to see if it makes a difference.

Check blackout master switch.

I flipped them to service lights on and had blackout light off. No lights still.
