24 Volt Buss to 12 volt Buss part unknown need help

The 24 volt buss i assume is the top, with 5 screws and the 12 volt buss is the bottom, with 3 screws. The item I am looking for information is pictured, connects to the middle screw on the top to the middle screw on the bottom. Can anyone tell me what this is and how to replace, part is broken flimsy piece of trash. Truck wont start no dash lights no headlights dog relay spins the starter but no glow lights no start. Thanks in advance.

The bottom is the negative bus. The device connecting the two is a radio frequency snubber, three capacitors paralleled.

This device absorbs high frequency noise from the starter when brushes contact new pads in the commutator.

Only needed to prevent radio frequency interference.
