Texas title question

I have been looking at a couple of Hmmwv that are local to me, one has a SF-97 the other doesn’t. Both are non running and I am looking at these as a long term project. Can I title a Hmmwv in the State of Texas with just a bill of sale?

In Texas you can title anything with a bill of sale and a state inspection certificate showing the vin number and insurance. Look up bonded title Texas. Generally runs about $300 plus normal taxes and all that.

I appreciate the help, wasn’t sure if a bonded title would work. Off to search the internet about getting a non running vehicle inspected

You will have to bring it to your local auto crimes unit on a trailer or tow truck etc.

If it's over 25 years old it will require a vehicle appraisal form (VTR-125). It must be valued for $4000 minimum or the bond will be denied. If you need guidance and/or a appraisal you can reach out to me. What everyone has said is factual about getting an auto theft inspector to look at the vehicles. They don't have to run but they must be complete.

I've done bonded titles on several vehicles over the years, some previously titled in Texas and some not. On occasion an appraisal is needed. I've never had any law enforcement check to verify my vin numbers. There is also a way to self certify the vin numbers with a picture or a tracing of the vin number. The Texas inspector certifies the vin when they do the Inspection. If you ask around at enough shops you'll find someone who will pass it without it being there for a few extra bucks.

Submit your inspection insurance bill of sale and bonded title paperwork. They will "deny" it and say you need a bond for x amount or an appraisal to determine the bond amount. Get the bond and then take all that paperwork to your local tax assessor for registration new title marked bonded for 3 years and plates if you choose.

Just looked up the bonded title paperwork and it does appear you may need law enforcement vin verification in certain cases.

Texas also has a requirement that a vehicle be weighed if suspected to be over 10,000 lbs if the title doesn't state it or are applying for a bonded title. It's not a big deal and doesn't apply to this situation obviously but they will still require a weight slip if the title has "vin waved" regardless.
