Since it comes and goes, especially that it gets quiet at idle sounds like a lifter to me, my 58 Pan head does the same thing, drives me nuts....

A panhead that's a little noisy? Never heard that before lol. Maybe it has something to do with that stright 60 weight oil?

I had an 81 FLH for many years so I am most familiar with the issue. Below 50 degrees outside good luck starting it. What year pan?
