1097R1 won’t start

Help Experts! 1097R1 will not fire cranks no smoke ..glow plug controller and plugs replaced,
Fuel pump. I just don’t have enough experience! If anyone works on them around Indianapolis wants to make some side $$$.

Does the voltmeter dip during glow plug cycle? These trucks mostly won't start without hot glow. Even on a 95 degree day.

No OBD the 6.5 is mechanical injection. 24 volts to the injection pump solenoid and off you go.
