54C is the fuel solenoid circuit, on some vehicles the diode is used for noise suppression, in some cases may be used to suppress radio interference but not likely here as the solenoid is ether on or off so would not be an interference issue.
In any case you should unplug it as it is possible shorting the run signal to ground.
It also has nothing to do with the cut radio harness as they are totally different circuits, but you do need to track down the other ends of that harness and disconnect them.
You will probably need to clean all the oil/grease off of steering pump area so you can see where the leak originates
