M1097R1 Won't Start

M1097R1 with 6.5L engine won't start. I had it running a couple of months ago, but cooler weather seems to affect it. I say that because I only started having trouble starting this truck beginning in late November - early December. It has a new GPC, new glow plugs, and what appears to be a functioning PCB EESS/S3. The batteries were reading 24+ volts, but they were depleted a bit with all the engine cranking. They're currently charged up. The PCB EESS/S3 is staying on about 15-20 seconds. Voltage to the glow plugs is 21+. In addition, I have white smoke coming out the tailpipe. I know that indicates over fueling. My issue is that I can’t find the problem. It'll probably come alive with some "joy juice", but that's hard on these engines. Whatever tips you can give me would be appreciated. Specific page references in the TM would be VERY helpful as well. Thanks in advance.


EDIT: My bad. I was using old terminology. Box is of the "smart" generation.

White smoke is not necessarily over fueling, it is unburned fuel as there is a difference, your glow plugs/EESS are likely at fault.
You also need a good set of batteries especially when it is cold.

Ohm check glo plugs...1.0 to about 3 ohms...anything different like 0000 or no reading...then there toast.
If toast then your box fried them .
If you have a PCB box....those are real old and have been updated to EESS, and then to S3 smart start.
The last two use a TSU controller in water crossover.
15-20 seconds power to plugs is to long a time.

My bad. I was using old terminology. Box is of the "smart" generation. I will test plugs and try a different box. I, too, thought 15-20 seconds was too long.
