How do I take apart the turn signal/high-low beam lever on the left of the steering column? The rod that runs from the high-low beam switch under the dash is disconnected.

TM 9-2320-289-20 page 8-18 has instructions for removing and installing this lever - it involves removing the steering wheel.

The TM is available in the reference section if you don't already have it.

Hope that helps.

First look at the TM, as suggested above, to get familiar with the parts and locations, then remove the switch located on the left side of the cloumn beneath the dash and try to feed the rod back up to the lever, then reinstall the switch. The switch is held on by two screws and or nuts. Should be faily simple without removing the steering wheel.
If you do have to remove the wheel, you'll need a steering wheel puller and a lock plate tool.
