WTF is this from the turbo?

could be from bad injectors, called slobbering. turbos don't have seals. see how much play is in the turbo shaft. no end play allowed, you will feel radial play but not really see it.

Yes sir, they do. If there were none, the oil in the engine wouldn't stay there, it would leave via the turbo compressor and turbine housings and gaskets and seals in the engine cause the manifold pressure would pressurize the crankcase.
The attached pic has the seals, on the right and the bearings on the bottom center, circled. Depending on the age and maker of the turbo, the size, material and number of seals vary.
