Heater only works on Hi?

My newest problem is that my heater only blows when on the HI setting. I had this problem on n Impalla SS once and if I remeber it was some kind of coil or resistor that was bad. Kinda new to these trucks and found that Deuces are MUCH easier to work on! Anyway, anyone have and suggestions on how to trouble shoot this? Thanks guys!

under the hood on the heater box you can see a place were some wires go that are attached with to 7MM head screws take it out there is a resistor on it make sure that it not burned that is what controls the fan speed.
