Oregon is hit or miss, depending on the DMV you go to. My last HMMWV got regular tree plates but my current one has SP plates. You only pay once for the SP Plate, no renewal. I drive mine almost every day in central Oregon. Get your vin inspection from one DMV, then go to a different DMV...

Short of removing the splash guard the ratchet strap is the best way i have found

It was suggested to me to fill the engine with diesel and let sit for awhile

Pulled the starter and the pan, still does not crank after soaking in blaster. See some rust from the heads but it does not look to bad

You can just replace the core. I have done it , takes some time but very doable
