I was thinking the high angle of the tow bar contributed to the problem

FLAT-TOWING TO STORAGE Medium tow bar Wheels turned wrong by themselves, had to have a friend steer it to the temporary place.

Update: I cranked the engine over with the spark plugs removed until oil started coming out of the rocker arms; then I put the plugs back in and ran it. The Bendix reset as advertised.
